Key Responsibilities

• Deliver end-to-end management of IT projects across all phases including initiation, planning, execution, monitoring, and closure.
• Support procurement and tendering activities by assisting department in contractor selection, preparing technical specifications, defining evaluation criteria, and drafting tender documents in both English and Chinese.
• Supervise and manage outsourced system contractors, monitoring their performance from onboarding through to final system deployment.
• Organize and lead regular progress meetings with department and contractors, prepare agendas and minutes, and ensure follow-up on outstanding action items.
• Manage project risks, resolve issues, handle change requests, and respond effectively to crisis situations or escalations.
• Oversee and evaluate the performance of additional System Analysts or team members engaged under the contract.

Job Requirements

• Hold a Bachelor’s degree or above in Information Technology, Computer Science, or a related discipline.
• Possess Project Management Professional (PMP) certification or an equivalent recognized project management qualification.
• Have a minimum of fifteen years of post-qualification IT work experience within the past twenty years.
• Demonstrate at least six years of IT project management experience within the past twenty years.
